good ways to learn English

Are there any good ways to learn English?
Just tell me! (+_+;)

I learned English at a Junior, senior high school, and at a university
about 2-3 hours almost every day, for about 10 years.
Plus I was listening to the NHK's radio English programs,
"Kiso Eigo 1-3"(Basic English course), "Eikaiwa"(Conversation course) for about 5 years.
I also did Benesse's "Shinken Zemi Chugaku kouza"(Textbooks for junior highschool student) for three years,
lots of textbooks, phrase books and with English dictionaries(E-J, J-E, E-E),
and used textbooks, reference books for "STEP"(Eiken), TOEIC, TOEFL tests,
Penguin Readers, Puffin-Penguin Classics, Oxford bookworms,
I sometimes read The Japan Times online, the CNN.com, AP's website, etc, and watch several DVD movies.
They are difficult, I don't understand them without dictionaries.
But it seems they were not enough. I am still bad at listening and speaking.
I feel the number of textbooks, or such materials are enough,
but my experience of English or hours of training are not enough ....
that may be because I live in Japan and there's almost anyone
who speaks English here, at least around my house.

English is difficult, because you can't rely on anything.
I guess "trial and error" is the only way...?
I am not a teacher, however, so I feel I shouldn't suggest anything...
I was born and live in California.
In addition, I'm often told that my way of speaking is odd.
But, if anyone wants help from me, I'll do my best.

I learned englesh watching fansub.
But i guess this wouldn't help nipponjins, wouldn't it?

Total immersion sounds like the best method.
Textbooks are good to start off with but speaking with natives
would be better. Just becareful not to pick up any strange accents
or local dialects.

reading and writing are easy
but listening is too difficult for japanese

If you get somebody that can speak English very well, either a native speaker or somebody very fluent, and hold conversation with them you should eventually pick it up.
You could also try English websites online with voice chat if you have a microphone.
I'm born and raised in Louisiana myself, and while I didn't pick up a strong accent I do still have one, and speak with my own dialect so I would not be a good candidate to help you.

is also a little good thing for learning English.

Mostly places with video feeds, seeing as this is a chan site, stickam is popular on 4chan, but more for raiding and shit and not so much for talking.
Also yahoo and several other emails have video chat services.

I've been thinking of doing that with a Japanese person to improve my
Japanese seapking and listening ability but every time I get around to
doing it I back out and say I'll do it some other time.
If anybody would like to exchange Skype contacts with me feel free to
ask.

There's always moving to America/England/some other English speaking country and trying to get by with what you have.
Full immersion is what I think is best. But that's really only after learning a lot on your own.

But, the important thing is challenge.

Watch subbed anime and read scanlated manga! I can pick up some Japanese through that. Maybe Japanese speakers can learn some English, too?
(Although that won't help with speaking and listening.)
I have seen a lot of subbed English programs on WOWOW and Nicovideo. You might want to try watching those shows.
I, too, would be happy to help someone learn English. Although I can't speak Japanese.

Ah, but you have no be careful. Some people take liberties with the translations.

I'd suggest a comedy such as Monty Python but their humour isn't exactly great for those trying to learn English. I guess a learner could learn to adopt an English accent from watching Monty Python.

Look up lots of words on www.dictionary.com
The usage notes they offer are really important for proper use of English.

To ensure that you use proper semantics and syntactics, you should just use a grammar book. For example, the book titled "English Grammar for Dummies" may be helpful on this subject.

just get a text book of French (language) written in english.
then, do your best to learn french through the book.
you'll find it easy to understand or read in english than what you are actually learning.

There are courses for learning English, Japanese, and several other languages.
The site was originally for Japanese Speakerslearning English
and English Speakers learning Japanese. The site has grown to teach other
languages, but Japanese and English are the main ones. It's very helpful,
And the users there are very encouraging. You will find natives to speak with,
(text chats and voice chats, all free through Skype.) Believe me, it helps :)
